Subject;- Constitution of Swasthya Kalyan Samiti(PHC)  & Swasthya KalyanSamiti(CHC) 

 

 

The National Rural Health Mission seeks to provide effective health care to the rural population, especially the disadvantaged groups including women and children, by improving access, enabling community ownership and demand for services, strengthening public health systems for efficient service delivery, enhancing equity and accountability and promoting decentralization.

 

The State Govt. vide its notification dated 27/06/2005 had constituted the General Body of State Health Mission under the Chairmanship of Hon’ble Chief Minister, Haryana. Accordingly at Distt. Level, General Body of Distt. Health Mission is also constituted vide Govt. Notification dated 10/02/2006 under the chairmanship of Chairman, Zila Parishad

 

One of the core strategies of the NRHM is to empower local Governments to manage, control and make accountable for public health services at various levels.

 

Keeping in view of PRI concept, It is decided to constitute the Swasthya Samitis at the Level of PHC and Block level .It will provide oversight of all NRHM activities at the village level and be responsible for developing the Village Health Plan with the support of the ANM, ASHA, AWW and Self Help Groups. Block level Swasthya Samitis shall monitor / evaluate /co-ordinate the work at PHC/CHC in their jurisdiction and will serve as link to the Distt. Health Society.

 

These Swasthya  Samities shall be named as :-

 

  • SKS (Swasthya  Kalyan Samities) at  PHC Level

 

  • SKS ( Swasthya  Kalyan Samities)   at  CHC Level

 

Constitution and members

 

Composition

 

A.   Swasthya Kalyan Samitis at PHC Level

 

·         MO I/c of  PHC – Chairman & Convener

·         All MOs including AYUSH – Members

·         Sarpanch of village where PHC is located - Member

·         1 Sarpanch by rotation from other villages (Tenure 1 year) - Member

·         1 SMS head of the PHC village – Member

·         1 SMS head of the PHC village by rotation (Tenure 1 year) – Member

·         Head of the Village level Committee(VLC) cum VHSC of PHC Village – Member

·         1 member of VLC cum-VHSC by rotation (Tenure 1 year)- Member

·         ANM of the PHC village - Member

·         ASHA & AWW  of PHC Village– Members

·         1 ANM, ASHA, AWW by rotation from other villages (Tenure 1 year) – Members

·         Supervisor, ICDS of PHC Village - Member

·         Head Master of the PHC village – Member

·         Dental Surgeon- Member Secretary

 

            The above committee may co-opt any non official member/ social activist from the village.  

Frequency of Meetings

 

·         Swasthya Kalyan Samitis will meet once every month. The meeting will be held on a fixed day. All members must be aware of the day of next meeting.

·         If the fixed day of meeting happens to be a holiday, the meeting must take place on the next working day. There shall be no default in convening the monthly meeting.

·         Medical Officer I/c of PHC will keep the contact number of all the members and shall ensure their participation.

 

Term of Members

 

The term of official members will be the time they hold the office by virtue of which they are members. The term of other members by rotation will be for     1 year.

                                   

Functions/ Powers of SKS

 

 

            The Swasthya Kalyan Samitis (SKS- PHC) shall monitor, evaluate and co-ordinate the work at PHC level under its jurisdiction and will serve as link to the Distt. Health Society. It will review the progress in implementation of NRHM and various heath schemes and policies & shall ensure inter-sectoral convergence and integrated planning.

            The Swasthya Kalyan Samiti shall perform the follwing functions in respect of the PHC area for which it is setup, namely-

           

·             the Samiti will review the punctuality & performance of staff falling under PHC jurisdiction as per Annexure ‘A’. In case of unsatisfactory conduct/performance, the recommendation for appropriate action would be made to Distt. Health Society.

·             will review the status of funds available with the PHC- untied funds under NRHM, user money & other State schemes and utilization status thereof. The scheme-wise availability of funds, expenditure and outcomes will be planned & reviewed.

·             will review status of collection & utilization of User Charges at PHC level.

·             will review the fixed day outreach schedule and its performance.

·             will develop the Village Health Plan

·             will take care of cleanliness, sanitation and maintainence of PHC and shall review the working of Village Level Committee-cum-VHSC and take remedial steps about filing up the gaps.

·             will monitor the health related activities of SMS & develop IEC strategy

·             it will review the availability & consumption of medicine and stock position thereof.

·             will review the other development works of Health Department in respect of its estimated cost, date of commencement & completion of project. The work of agency shall also be reviewed in the meeting.

·             will take special measures for prevententive & promotive health activities.

·             mainstreaming  of AYUSH

·             any other issue related to promotion of Health & Sanitation activities.

 

 

Note:

·            the Citizen Charter shall be displayed for public information.

·            suggestion/ Complain Box shall be placed in the PHC premises.

·            list of medicines available at PHC will be displayed.

 

In the monthly meeting, the complaint/suggestion box shall be opened. The redressal of complaints and griviences, if any will be resolved and necessary remedial steps for improvement will be initiated at the level of Samiti. The expenditure required shall be met out from the untied funds kept at the disposal of PHC by the Swasthya Kalyan Samiti & the matter will be referred to the Distt. Health Society wherever required.

 

Financial Powers:

 

            The MO I/c shall exercise the power already delegated to him under SKS in respect of untied funds & user charges. For other State schemes shall exercise the financial powers as per the PFR Rules for State Govt. Budget.

 

B.   Swasthya Kalyan Samitis at CHC Level (SKS)

 

·         SMO I/c of  CHC – Chairman & Convener

·         All PHC I/cs & AYUSH at CHC– Members

·         Sarpanch of CHC Village – Member

·         Head Master of the CHC village – Member

·         2 Sarpanches by rotation (Tenure 1 year) - Members

Allocation of funds

 

            Flexibility in utilizing funds for accessible and affordable health services through Panchayat Raj Institutions & community organization.

 

Sakshar Mahilla Samooh-  Rs. 5,000/- for 6 months has been given to 6167 SMS to create health awareness in the rural population

 

VLC-cum-VHSC- Rs. 10,000/- for the year 2008-09 has been allotted to 6200 VLC-cum-VHSCs

 

Sub Centre- Rs. 10,000/- each per year as untied funds & Rs. 10,000/- per year to every sub-centre for maintenance of building.

 

SKS(PHC)- Untied grant of Rs. 25,000/- for health actions, Rs. 50,000/- for maintenance of PHCs & Rs. 1,00,000/- for health care of the community for each SKS(PHC) has been allotted.

 

SKS(CHC)- Untied grant of Rs. 50,000/- for health actions, Rs. 1,00,000/- for maintenance of CHCs & Rs. 1,00,000/- for health care of the community for each SKS(CHC) has been allotted

 

District Hospital(DH)- Rs. 5,00,000/- has been allotted to District SKS.
